Brief summary of Consultee responses

Bat Conservation Trust - recommend that an ecological survey to be carried out.

Building Control - only selected buildings would require Building Regs approval.

Compassion in World Farming - comprehensive dossier by Atkins as to why permission should not be granted.

Conservation Officer - residential dwellings in outline only... suggestions made re: quality of design only.

DEFRA - does not comment on individual planning applications; approval from Animal Health not required.

EMDA - few random comments on changes to application.

Economic Development - supports application, but responded within days of resubmitted application being validated. Mainly a regurgitation of comments from original application for 8,100 cows.

Environment Agency - object to application as submitted because the development would pose an unacceptable risk of pollution to groundwater.

Environmental Services - requested a technical report which has now been received. This has highlighted a number of discrepancies with the odour modelling report submitted by applicants and therefore recommends refusal of permission.

Health Protection Agency - significant potential for the generation of bioaerosols with intensive farming operations. Any proposed control measures should be validated for effectiveness.

Heritage Trust of Lincolnshire - a suitably worded archaeological scheme of works condition should be applied.

Lincolnshire County Council (Highways) - concerns expressed over suitability of Nocton Fen Lane; trip data requires clarification; more information required from applicants and a further assessment will be required by the highways authority to assess the intensification of use.

Lincolnshire County Council (Trading Standards) - approval not required prior to operation.

Lincolnshire Fire and Rescue - objects to application due to there being no fire hydrant within 90 metres of the proposed dwellings.

Lincolnshire Police (Architectural Liaison Officer) - requires proposal of measures taken to minimise risk of crime - to be submitted and then approved.

Lincolnshire Southwest Primary Care Trust - there are a number of potential implications for the health of the public which are a cause for concern.

Lincolnshire Wildlife Trust - has serious concerns regarding this application and objects on a number of grounds.

Natural England - further information required on implications of ammonia deposition and many other aspects.

Office of Rail Regulation - have no comments to make on the application.

PADHI and Consultation for HSE - do not advise on safety grounds, against the granting of planning application in this case.

Parish Councils - Branston, Dunston, Nocton and Potterhanworth all object.

Scott Wilson - have only commented on the appropriateness of the scope of the Environmental Statement. Further information requested on numerous aspects and declare the ES to be just 'adequate'.

Soil Association - have objected on a number of grounds.

Sustainability Officer - there are outstanding details which cause concern and acknowledge that the impact from this new dairy on greenhouse gas emissions would in fact be an increase.

Tree Officer - proposed landscaping is not likely to achieve the desired effect and is unlikely to successfully integrate the development into the existing landscape.

Witham First Drainage Board - the application is outside their District and is not expected to have any material effect on the Board's interests.
