Summary
The overall local and national response to Nocton Dairies' plans is one of strong objection, as can be seen from the North Kesteven District Council website. The Environment Agency's concern as a major consultee, may well yet prove to be insurmountable resulting in refusal of the application.
Even where there are no objections registered, further information is being sought from the applicants. Support for this development is very much in the minority. A quick summary from the official consultees is below:
Bat Conservation Trust - recommend an ecological survey.
Conservation Officer - detailed proposals still need to be prepared.
DEFRA Animal Health - approval not required prior to establishing the herd.
DEFRA Head of Dairy & Livestock - does not comment on individual planning applications.
EMDA - further application received.
Economic Development - strongly supports.
Environment Agency - objects because the proposed development would pose an unacceptable risk of pollution to groundwater.
Environmental Services - awaiting a technical review of odour modelling report.
Heritage Trust of Lincolnshire - there are several elements of work which will be required.
LCC Trading Standards - approval not required before establishment.
Lincolnshire Fire and Rescue - objects because of the absence of a fire hydrant.
Lincolnshire Police Architectural Liaison - requires submission of 'secured by design' plans.
Lincolnshire Primary Care Trust - there are potential implications for the health of the public.
PADHI - HSE does not advise against planning permission in this case.
Parish Councils - Dunston, Nocton and Potterhanworth all object.
Scott Wilson Environmental - reviewed scope of plans and further clarification is sought on a number of issues e.g. an assessment of cumulative effects has not been undertaken.
Soil Association - objects.
Tree Officer - concern expressed over the planting regime as it is unlikely to achieve the desired effects.
Witham Drainage Board - development is outside the Board's district.
