Wind Farm

17-turbine possibility

A windfarm with 17 turbines could be built at Nocton Fen. State-owned Swedish firm Vattenfall says it is "investigating the potential" for the development about seven miles south of Lincoln. The company, which operates a number of wind farms across Britain, is seeking the views of the public on the idea.

An initial feasibility study has shown the site could have the "generating capacity" of more than 50MW - which would require 17 industrial-scale turbines. A newsletter will be sent to local residents in the next few weeks confirming the dates and venues of the events.

Graham Davey, Vattenfall's project manager, said: "Vattenfall is at the very earliest stages of assessing the potential of a wind farm at Nocton Fen. "This phase is all about identifying issues and opportunities - that is why we will start by engaging with the community, local representatives, other key interests and national environmental organisations.

"Vattenfall has a strong track record in developing wind farms in the UK that are well designed and that prioritise investment in local communities, jobs and businesses. "We are starting discussions at a very early stage, so that we understand key local issues."

Tanker traffic

White's Recycling

Residents may have noticed an increase in tanker traffic navigating our village. I have spoken with a representative of the company this afternoon and been told the job is due to last until Thursday.

I am given to believe these vehicles are visiting the anaerobic digester on Nocton Fen.

Parish Council meeting - 5th November

A useful update was given by the Beeswax Farming representative. The tankers were collecting 'seeding material' from the Nocton Fen AD for a new anaerobic digester at South Kirkby, helping to get it up and running. It was only a short-term contract.

The Mountain's Recycling HGV travelling through the village were delivering chicken litter to the concrete 'pad' at Nocton Fen AD site, ready for distribution on the land. It is being used to improve the soil health and to reduce the use of chemical fertiliser. The aim is to have better soil management, resulting in an increased crop yield.

You may remember a planning application (13/0054/FUL) submitted for this property a while ago. The application was for a 'new gateway and moveable shelter' with a purpose outlined as 'Garden and paddock' - this was subsequently approved.

It now transpires there is more to this application than meets the eye. Please see the notice that was posted recently outside the property:

Caravan Club members are required to conduct themselves responsibly by following the Country Code and the Club monitors the operation of Certificated Locations (CLs) in accordance with statutory rules which may be supplemented by appropriate additional conditions.

An application has been received from the owner of this land and The Caravan Club is considering whether it is appropriate to issue a certificate. If you have any objections to this proposal they may be made in writing (quoting the land's address) before 11th November 2013.

Finally you may like to note that no planning permission is required to operate these Certificated Location sites - it is purely within the remit of the Caravan Club to grant permission as long as they meet their criteria for operation. Personally, I find this quite astonishing given that caravans can be on-site for up to 28 days.

Wind Farm at Nocton Fen

Vattenfall lifts lid in Lincs

Swedish utility Vattenfall is investigating a possible 50MW-plus wind farm in the east of England.

The company said today it is in the early stages of development for a project at Nocton Fen in North Kesteven District, Lincolnshire.

Theft in Nocton

This is a message from the Washingborough/Metheringham Neighbourhood policing Team.

Overnight 5th-6th October 2013 a theft from Motor Vehicle has occurred at Nocton Park Road, Nocton.

If you have seen anything suspicious, any persons or vehicles in the area at the relevant times, or have any CCTV that may assist us, please call Lincs Police on 101 and quote incident number 182  of 06/10/13.

All residents are reminded to ensure that vehicles are locked and alarmed and that no valuable items are left on display. In addition, best practice is to ensure  that sat nav systems are removed from vehicles, including the housing cradle, finally be sure to wipe the "suction mark" from the windscreen, if that system is used.

Lincolnshire Day - postponed

URGENT NEWS

It is with real regret that the Lincs Quiz Night, Saturday 5th October, has had to be postponed.  This is due to illness and it is best to postpone the event and the associated food preparation until another time.

Jilly is really, really sorry ... this is the first time in 25 years that she has had to postpone something she has organised in this way.

The Quiz itself is all set to go, so she would very much like it if you could support the event in the near future.  All monies paid thus far will be returned in full when Jilly is back up and about.  If you donated raffle prizes, you are very welcome to collect them by arrangement, or leave them with Jilly for the next time.  Please advise.

Parish Council

Report from Parish Council Meeting held on 2 October 2013

If I was to sum up the flavour of this month’s Parish Council Meeting in a sentence or two then they would be:

- Contributions to society, however quietly achieved, are eventually recognized.
- Perseverance, patience and a certain amount of doggedness does win through eventually.

An Award for a Local Resident

Cliff Baxendale, after many years of quietly making a difference in Nocton with the art works that many of us take for granted and his continuing work within the community to bring a special something into our lives, has been awarded the North Kesteven Community Champions’ Award for his contribution to art.  Congratulations and thanks, Cliff!

What’s Happening
  • Continuing with the arts theme, Nick Jones from Arts NK brought along the template for a proposed piece of art work that was worked on by Nocton residents a while ago, as a project to enhance the Village Hall.  A cast is to be made of the template and further discussions will be taking place to decide how best to incorporate this ‘new’ piece into our village.
  • The proposed Youth Group is moving on apace.  The process of recruiting a Youth Leader (initially for a year) to be funded from the 200 Club Community Funds will begin shortly and funding for start-up costs, etc sought from other community sources.   Initially, the Group will be run by a Sub committee of the Parish Council but it is hoped that over time it will be led by the community.  It is intended that the Group will start in the New Year – watch this space for further information!
  • The finger signpost for the centre of the village pointing the way to the Church, School, Village Hall, the Cricket Club and footpath to Dunston was approved and will be erected at the junction of School Road and Main Road.
  • The outside of the Village Hall is to be redecorated and the fence replaced.
  • The proposed refurbishment of the Village Hall will be taking its first steps by using “pro bono” assistance from at least three architects whose draft plans will be subject to consultation with residents.
  • 50 new (comfortable!) chairs are to be purchased for the Village Hall.
  • The cones are to be replaced with stone bollards to match the existing ones around the Green.
  • The Neighbourhood Watch Scheme has started and the new signs are already in place.  A couple of incidents have already been reported – so as a community we can now begin to make Nocton even safer!  Moreover, remember to let your house insurers know – many offer a discount!
  • Royal Mail has recently confirmed that the long awaited post box is going up at Nocton Park.
  • Signs in Wellhead Lane warning motorists that there are people walking in the road are now in place.
  • SID is helping to reduce the speed of traffic though the village - with his winning smile.
  • The Dog Warden reports that there is far less dog mess on the public footpaths.
  • The Nocton Parish Council Website is to be updated and made more user-friendly.
  • A Welcome Pack for new residents is to be reintroduced with start up costs coming from the Nocton 200 Club Community Funds.
To close, some issues to be aware of:

If you are planning any alterations to your property – no matter how small – please pass them by a planning officer at NKDC.  This is a free service – too many retrospective planning applications have been put forward recently and NK intends to start getting tough on offenders!

Most of our libraries are in real threat of closing including the laying off some of the mobile vans.

Core Strategy and Strategic Planning may sound boring, unimportant and not something that will affect us, but despite your Parish Council making many representations on the community’s behalf against what is sees as the worst excesses of the proposals currently going through the planning process, there is a very real threat that to meet targets large developments could be imposed on what are at present green sites.
