Tidy up continues

I refer to my last blog dated 4 Sep 2017 and am pleased to report that Plot 72A is almost clear of the building material that was stored temporarily. I'm sure the immediate residents are pleased this work has finally been carried out, however the plot could do with landscaping now.

This leaves one outstanding matter - and that is the completion of work for Wegberg Rd. The final top dressing surface and refurbishment of the footpath is required... only then can we say that Phase 3 of the Nocton Park development is actually finished.

Compound clearance

I refer to my last blog on this matter dated 17 June 2017.

Site of Sowerby Homes old compound at Nocton Park - now cleared and landscaped

It is good to see this old compound area finally returned to a 'green field' site.

There are a few outstanding matters to complete the final phase of development at Nocton Park though.

Following the refusal of planning permission for Plot 72A and the unsuccessful appeal, the surplus building materials temporarily stored there should now be removed and the plot landscaped. Wegberg Road also has to be finished with a top surface and the verges tidied.

Let's hope this work can be completed before the New Year begins in 2018.

Tidying the compound

My last report regarding ongoing work on Nocton Park was dated 27 May.

I am pleased to report the work is progressing well regarding clearing the main compound at the entrance to Nocton Park Rd.

I see numerous concrete drainage pipes, bricks and other items have since been relocated to building Plot 72A, at the junction of Nocton Park Road / Wegberg Rd / Steamerpoint Rd.

It now appears this is being used as a temporary storage site for materials - and isn't really a welcome addition for the local residents.

Latest news

I refer to my last report about surfacing work taking place in Nocton Park. I am now pleased to report that Holly Close has received its top surface, completing Phase 3 of the development.

Wegberg Road however still requires completion.

This may somehow be related to the submission of an appeal against the latest refusal of planning permission for Plot 72A. If the appeal is successful, there will be building work taking place at the junction of Steamerpoint Rd and Wegberg Rd, which could damage any new road surface.

That said, it will be interesting to see how the independent Planning Inspector considers the submissions by North Kesteven District Council and Peter Sowerby on appeal, especially since:

• The Central Lincolnshire Local Plan was adopted by the Central Lincolnshire Joint Strategic Planning Committee (CLJSPC) on 24 April 2017
• The Nocton & Potterhanworth Neighbourhood Plan is very close to adoption, going to Referendum on 8th June 2017

I think it is likely these two documents will have a material influence over whether or not the appeal will be successful.

Finally, I have noticed work has commenced to clear the compound at the entrance to Nocton Park Road, which is to be welcomed.

The land known as Plot 72A is also being tidied. Bearing in mind the Planning Inspector may visit the development site in consideration of the appeal, perhaps this is a wise decision by the developer.

Resurfacing work

Further to my last report dated 14 March, I am sure residents are pleased to see the resurfacing work on Nocton Park Road has been completed.

In a recent letter to residents, there was this comment from the developer:

"We shall still be around for a few weeks completing the work for Anglian Water along Wegberg Road and then clearing the yard..."

However, in the letter there was no mention of final 'top coating works' for Wegberg Road and Holly Close, but I assume this work will be completed prior to Sowerby Homes finally leaving the Nocton Park development.

Access roads and resurfacing

Unfinished roads

Back in April 2016, I reported on the overall poor surface of roads serving the Sowerby Homes development at Nocton Park.

Furthermore, there were reports of some inconvenience for residents living on Wegberg Rd during work to improve drainage, as part of the final phase of building work in Holly Close.

With the building work for Phase 3 now complete, all that remains is for the developer to tidy the site and complete the road surface to Nocton Park Rd, Wegberg Rd and Holly Close. However, before the top surface can be laid, I understand remedial work is required to raise the level of Nocton Park Rd, in order to comply with requirements of Lincolnshire Highways. There were concerns over the steep gradients for driveways to a number of properties.

This remedial work now appears to be underway - please see the photographs taken last Wednesday (Plates 1 - 3) showing the survey stakes in place. If you look closely, the white markings on the stakes seem to indicate the revised height - quite a difference to the original level of the road/footway.

I revisited the site on Sunday (12th March), and Plates 4 - 8 now show the revised height and kerbing for the road, which will certainly improve access to those properties.

ROAD WORKS ON NOCTON PARK ROAD - UPDATE FROM MR. SOWERBY
[Please pass this message to neighbours and note comments about delivery wagons]

Things are moving along quite well on the road now and I have arranged for the tarmacers to be base coating the raised section on Nocton Park Road next Wednesday or Thursday. So we shall need to close Nocton Park Road from Monday and diverting the traffic along Habbaniya Rise and exiting on to Bridleway Close with traffic lights set up through the narrow paved section, if you can inform all the residents please and for no delivery lorries over this period until Friday 24th.

We shall then continue to complete the footpaths and replace all the damaged kerbs throughout Phase 1 & 2 and then the tarmacers will return to carry out the top coat in very early April.
