Red telephone box - Wasps Nest

Refurbishment complete

I refer to my blog dated 11 Oct 2017 and can report the red telephone box at Wasps Nest has now been fully refurbished.

What a super job. It will be interesting to see how this will be used... perhaps it can be used as a source of history relating to Wasps Nest?

Why is it called Wasps Nest?


There are many theories. One story that seems to hold more credence than others was related by an old woman [Granny Clayton] who used to live down Nocton Fen. According to her, the original Wasps Nest was a building that had an outer door from every room to the yard - a bit like the cells of a wasp's nest. It was rumoured to be a haunt of highwaymen in years past, as it provided many alternative escape routes. There was even a priest's hole located in the chimney to provide a convenient hiding place.

The cottages and houses on the fen never had electricity or mains water. The estate management decided not to spend money modernising these buildings, but concentrated on modernising the tied properties in the main villages of Dunston and Nocton. Over time, the fen families were moved into the village properties, leaving many of the fen properties vacant and abandoned. These were then demolished during the 1960's.

The remaining houses near the top of the fen at Wasps Nest were saved from demolition by their comparative good state of repair.

There used to be an active Nocton Fen Social Club at Wasps Nest for the use of the many people who lived down the fen. The Wasp Nest Hall was used just like the other two village halls at Nocton and Dunston. It was finally closed in 1959 due to the reduction in population on the fen.

Nocton Park Priory


Just above Wasp Nest is an area known as Abbey Hill containing old ruins [Explorer 272 GR 07736478]. This was an old Priory for Black Canons of the Order of St Augustine - so called from the colour of their robes. There are no ruins above ground, with only the undulations and mounds in the land showing where the foundations are located.

It was Robert D'Arcy who founded the Priory in the Park at Nocton, dedicated to St Mary Magdelene for a Prior and four Canons of the Order of St Augustine. The only remains of it are some large stones, broken hillocks and uneven turf on the rising ground which overlooks Nocton Fen. Some broken pottery was found on the site a few years ago and presented to Lincoln Museum. The ashes of a Mr JH Dennis (who latterly owned the Nocton Estate) are scattered in a small fenced enclosure on the site.

There is an eight page ‘Information Sheet’ published by Lincolnshire County Council: Lincolnshire Museums. It was written and compiled by Timothy Ambrose, City and County Museum, Lincoln - July 1979. The sheet is titled ‘Nocton Park Priory’ and is referenced: Archaeology Series No. 15.

There was a searchlight battery stationed on the Abbey Hill during the 2nd World War, owing to the number of important bomber airfields located nearby. There was even a dummy airfield laid out at Partridge Farm on the fen, consisting of reflectors and lights, which were switched on to confuse enemy fighters when they were in the area.

Tidy up continues

I refer to my last blog dated 4 Sep 2017 and am pleased to report that Plot 72A is almost clear of the building material that was stored temporarily. I'm sure the immediate residents are pleased this work has finally been carried out, however the plot could do with landscaping now.

This leaves one outstanding matter - and that is the completion of work for Wegberg Rd. The final top dressing surface and refurbishment of the footpath is required... only then can we say that Phase 3 of the Nocton Park development is actually finished.

Brownfield sites in Nocton

Brownfield Land Register

"In April 2017 the Government introduced a requirement for Local Planning Authorities to publish a Brownfield Land Register by 31 December 2017.  A Brownfield Land Register is a list of sites that have been previously developed that are potentially suitable for housing-led development.

Brownfield land is land that has been previously developed, although it excludes land and buildings in agricultural/forestry use and residential gardens.

NKDC is currently working towards producing its Brownfield Land Register, and is holding a public consultation to obtain information about potentially suitable sites.  This consultation will close on Friday 15 September."

Currently, two sites have already been identified in Nocton:
  • Land behind Village Hall, Main Street
  • RAF Nocton Hospital and Nocton Hall

Sowerby Homes - Nocton Park

Compound clearance

I refer to my last blog on this matter dated 17 June 2017.

It is good to see this old compound area finally returned to a 'green field' site.

There are a few outstanding matters to complete the final phase of development at Nocton Park though.

Following the refusal of planning permission for Plot 72A and the unsuccessful appeal, the surplus building materials temporarily stored there should now be removed and the plot landscaped. Wegberg Road also has to be finished with a top surface and the verges tidied.

Let's hope this work can be completed before the New Year begins in 2018.

Sowerby Homes - Nocton Park

Latest news

I refer to my last report about surfacing work taking place in Nocton Park. I am now pleased to report that Holly Close has received its top surface, completing Phase 3 of the development.

Wegberg Road however still requires completion.

This may somehow be related to the submission of an appeal against the latest refusal of planning permission for Plot 72A. If the appeal is successful, there will be building work taking place at the junction of Steamerpoint Rd and Wegberg Rd, which could damage any new road surface.

That said, it will be interesting to see how the independent Planning Inspector considers the submissions by North Kesteven District Council and Peter Sowerby on appeal, especially since:
  • The Central Lincolnshire Local Plan was adopted by the Central Lincolnshire Joint Strategic Planning Committee (CLJSPC) on 24 April 2017
  • The Nocton & Potterhanworth Neighbourhood Plan is very close to adoption, going to Referendum on 8th June 2017
I think it is likely these two documents will have a material influence over whether or not the appeal will be successful.

Finally, I have noticed work has commenced to clear the compound at the entrance to Nocton Park Road, which is to be welcomed.

The land known as Plot 72A is also being tidied. Bearing in mind the Planning Inspector may visit the development site in consideration of the appeal, perhaps this is a wise decision by the developer.

Resurfacing work

Further to my last report dated 14 March, I am sure residents are pleased to see the resurfacing work on Nocton Park Road has been completed.

In a recent letter to residents, there was this comment from the developer:

"We shall still be around for a few weeks completing the work for Anglian Water along Wegberg Road and then clearing the yard..."

However, in the letter there was no mention of final 'top coating works' for Wegberg Road and Holly Close, but I assume this work will be completed prior to Sowerby Homes finally leaving the Nocton Park development.

Finally, you may remember my report as far back as April 2016 about the poor state of the roads in Nocton Park. Let's be optimistic for it not to take another year to get the remaining work completed.

Sowerby Homes - Nocton Park

Unfinished roads

Back in April 2016, I reported on the overall poor surface of roads serving the Sowerby Homes development at Nocton Park.

Furthermore, there were reports of some inconvenience for residents living on Wegberg Rd during work to improve drainage, as part of the final phase of building work in Holly Close.

With the building work for Phase 3 now complete, all that remains is for the developer to tidy the site and complete the road surface to Nocton Park Rd, Wegberg Rd and Holly Close. However, before the top surface can be laid, I understand remedial work is required to raise the level of Nocton Park Rd, in order to comply with requirements of Lincolnshire Highways. There were concerns over the steep gradients for driveways to a number of properties.

This remedial work now appears to be underway - please see the photographs taken last Wednesday (Plates 1 - 3) showing the survey stakes in place. If you look closely, the white markings on the stakes seem to indicate the revised height - quite a difference to the original level of the road/footway.

I revisited the site on Sunday (12th March), and Plates 4 - 8 now show the revised height and kerbing for the road, which will certainly improve access to those properties.

ROAD WORKS ON NOCTON PARK ROAD - UPDATE FROM MR. SOWERBY
[Please pass this message to neighbours and note comments about delivery wagons]

Things are moving along quite well on the road now and I have arranged for the tarmacers to be base coating the raised section on Nocton Park Road next Wednesday or Thursday. So we shall need to close Nocton Park Road from Monday and diverting the traffic along Habbaniya Rise and exiting on to Bridleway Close with traffic lights set up through the narrow paved section, if you can inform all the residents please and for no delivery lorries over this period until Friday 24th.

We shall then continue to complete the footpaths and replace all the damaged kerbs throughout Phase 1 & 2 and then the tarmacers will return to carry out the top coat in very early April.

I refer to my last blog about this planning application.

Please note this application will now be heard by the Eastgate Planning Sub-Committee on 17th January 2017.

The notice issued by North Kesteven Disrict Council on 5th January 2017 has all the relevant details:

You have previously submitted comments about the above planning application which will now be considered by the Planning Sub Committee on 17th January 2017.

This meeting is open to the public and starts at 5:00 pm in The Council Chamber, North Kesteven Council Offices, Kesteven Street, Sleaford.

How do I register to speak?
By telephoning 01529 304807 (24 hour answerphone service). You have from the day the committee agenda is published; usually 6 working days before the meeting - until 12 noon 2 working days before the meeting. This is the only way you can register a request to speak at a planning meeting.

Democratic Services will call you back to confirm meeting arrangements.

Planning application - Nocton Park

Resubmission for Plot 72A - Formerly 27 Steamer Point Rd

With reference to my blog dated 20 November 2016, you may like to see this plea from a resident of Nocton Park:

"Dear neighbours and residents of Nocton Village.

We are asking for your help!

I write this message to you, in connection to yet another proposed development on Steamer Point Road, Nocton.

Peter Sowerby the developer lost the last planning application to develop in Steamer Point Road just 6 weeks ago. That house was over powering and not in-keeping with any of the former MOD estate and its impact would have caused an eyesore, along with obscuring pedestrians crossing the road.

This new submission, a detached 3 bed house (6m x 7.5m), is identified be on the same piece of land. You will know this, as it is currently used to mix concrete on with a bulldozer. The new plans also include a garage almost the same size as the house (6m x 6m). Whilst Sowerby has changed the original plans, the size of this proposed property status looks the same as No 26 (the adjacent house) it actually is not!

The look-alike is almost a metre smaller in frontage because the property would not fit on the plot if it was the current 6.8m wide. Furthermore, the proposed house is almost touching the fence line of the house, to justify its position of appearing spacious. The remaining space is actually just over 1 metre clear of the boundaries, so the new property will leave this corner plot looking overpowering and again appear squashed in. The odd one out.

Taking other considerations into account, with such as a huge garage with different roof tiles that do not match the estate, the house is also planned to have a different brick design to the nearby properties of both Wegberg & Steamer Point Roads. The dangers for pedestrians crossing to the recreation field still remain (concerns for all children) and there is absolutely nothing positive that this property can do for our community.

How to object
Best is by email, to planning@n-kesteven.gov.uk , however you can write to:

Please note when making comments your session may time out after an hour. Therefore, we suggest typing the comments up in word and copying/pasting in to the section on planning online.

You must email your letter no later than 3pm on Monday 5th December 2016.

Written Letters should be in the post by Friday 2nd December 2016 although your objection may be lost if it is delayed by the pre-Christmas post. It will not be counted if it arrives after 9am on 6th December 2016. We recommend an email is sent as you can send this during this weekend and ask for proof of delivery. In the event you do not receive confirmation, print a hard copy out and pass it onto me and I will take it to the Council Offices.

Points to raise
Feel free to use any or all of the following points. If you do place these examples into a random order. Use maybe 5 or 6 that you feel strongly about, and use your own words. It can be bullet points if you have little time, or paragraphs if you feel so strongly. YOUR VOTE COUNTS. This is the only opportunity we have as a village to stop the progressive building works we have endured for over 13 years. Please help us. You can of course use your own thoughts. You may feel passionate about something not mentioned.

Pick all or any that you feel matters to you and your family or village / community. Remember to jumble your list up!
  • Another house that is not needed in an over developed village.
  • The village is already vastly over its building quota and no more builds are necessary.
  • This house will not provide any amenity benefit to Nocton or the Park or its occupants.
  • The house is a squashed up version of others in the road.
  • The house will be the only detached property. All surrounding are semi-detached
  • Bricks should be Lincoln bricks only to match existing. As the brickworks no longer exist, this will mean they have to be recycled. That costs a fortune, but don’t mention that bit!
  • The builder is more interested in profit rather than how the road scene looks.
  • Last planning application was refused because “the house appears squashed in”. So is this one!
  • No footpaths for any pedestrians to cross from Nocton Park Road in to Wegberg or Steamer Point Roads. Maybe you did not notice, but you will next time you drive or walk past take a look.
  • Unsafe areas of footpath and road kerb. Poor working practice that’s affecting our health & safety.
  • Garage is almost as big as the house. Unnecessary big build in a now over-developed area.
  • Builder said to council, “If I don’t get this house who will pay for the roads to be done” Not our problem. Developer profit is by chance, not a condition.
  • No footpath on Wegberg Road eastern side. An obligation under Highways to place one, where is it?
  • Gravel working!!!! Probably not ever heard of it. It means constant dust, bulldozers, diggers, noise, etc. Use the wording Gravel working and say how miserable your life is 6 days a week. Yesterday 30/11/16 they started at 07.10 am. Are you fed up? Is this a quality life? Is the dust entering you home, car and lungs? My door step is covered in dust 365 days a year; tell them your own plight.
  • Dangerous in both Nocton Park Rd, Wegberg & Steamer Point Rd due to constant construction traffic.
  • Children, who were born on the estate, are now at Grammar or Secondary schools. They have lived in a building site for 13 years. Have yours? What’s your experience?
  • Its hell. Tell the Councillors to swap homes with you for a week and live here with noise and dust pollution for ¼ of a generation.
  • Loaded 5 tonne dumper trucks travelling at 30mph down Wegberg with the driver standing up!
  • Concrete mixing with a bulldozer next to houses in Steamer Point Rd, rather than in the yard or on site.
  • Have you suffered damage to your cars, through potholes & mud, stones etc. There was an obligation to keep a clean site through planning.
  • Nice house, wrong location. Blind spot for cars v pedestrians. An accident waiting to happen.
  • Due to an approved extension at 31 Wegberg Rd, this junction will be over powered with buildings. We need grass to open it up, to match spaces those on Nocton Park Road.
  • Had any close calls in your car? Near misses, delays etc. Tell it as it is!
  • Fallen promises. For 13 years the builder has said he will be out of here. Still building, Fed up!
  • Old plans showed road in middle of area, but this is now offset.
Please remember to check the following is on your letter: Your name, address, the word OBJECTION and the case number 16/1413/FUL. Send it by post this Friday or by email over the weekend. NOT BEFORE! Using these times, will hopefully prevent the builder of the opportunity to tweak his plans before the closing date.

Until now, we have been silent protestors (no letters have been sent yet on purpose), but now is the time for action. Probably in late December we will have a verbal opportunity to raise all points again through a speaker to the Planning Committee. Expected date is 20th December 2016 and a message will be posted on Facebook. If you can make it, please attend as it’s all about the numbers that carries weight.

We won last time, but this time it will be close odds. We need people power and everyone to write. We need over a hundred letters to make a real impact. If you feel as passionate about Nocton as I do, then I implore you to help. I have relatives and friends who are also sending letters. Anyone can object. One letter by every adult in every home is acceptable as long as they are under a different name and of different content. All they need to do is say they live at, pass by or visit the area etc, and quote any of the items above showing their opinion (in your/their own words). If you and 4 other relatives/friends (over 18 years old) respond, we will have over a thousand objections, that will have a huge impact on Councillors opinion.

Don’t think others will do it for you!! They cannot! We need YOU to help. Please, please write, NOW!

This is your ONLY chance to stop 13 years of misery. Go on, it’s just 5 minutes for you, but months of more dust and noise pollution for the estate’s residents. The visually out balanced house if passed will stand out like an eyesore for generations to come. Let’s pull this village together and stand united. 5 minutes, 1 letter = Result!
