Airsoft Event - RAF Nocton Hall

Airsoft meeting - Minutes

I refer back to my last blog on this matter. As promised, these are the formal Minutes taken at Monday's meeting.

All indications from the Ai500 Community site on Facebook are that the event will not now be going ahead... and I quote from an entry posted by Ai500 on Thursday 21st July at 14.03hrs:

"As we have already stated we will NOT be running an ai500 event at this location..."

This was confirmed by the Chair of the Parish Council, Ian Goldsworthy, yesterday at 16.02hrs on the 'What's On in Lincolnshire' Facebook site:

"I am sure residents will be relieved to know that NKDC has confirmed to me earlier today that Ai500 are no longer going to run their event on the Nocton Hall site in October."

Airsoft Event - RAF Nocton Hall

Meeting at All Saints' Church - 18th July

I refer back to my last blog on this matter. This is the Agenda from last night's meeting for those who weren't able to attend:

Nocton Village Meeting with Ai500 (Airsoft)

These are grouped under six headings. We will ask the village to state their concerns and ask their questions and invite the Ai500 representatives, Paul Monaf and Ben Webb, to respond, one heading at a time:
i) access to the site
ii) excess traffic and disruption to village life
iii) noise and distress to vulnerable residents
iv) overnight accommodation arrangements for participants
v) health and safety:
- water supplies, sanitation and refuse disposal
- asbestos
- stray gun pellets
vi) marshalling arrangements

4. Any other concerns
- Questions and answers

5. Straw poll
- have villagers been reassured?
- would villagers now be happy for the proposed event to go ahead?


I have requested a copy of the formal Minutes from the meeting and will ensure these are posted in the blog upon receipt. To conclude, you may like to see the comment from the Parish Council:

"Further to yesterday's public meeting with Ai500, I received a call from Paul Monaf this morning in which he told me that because of the "hostile and rude" response of the community, they would now be going ahead and running the event anyway - unless NKDC took out an injunction to prevent it from occurring. I got the distinct impression that there would be no further engagement with the village. This is, of course, very disappointing.

I have advised NKDC and asked that we be kept informed of any developments.
Finally, may I thank all those residents who gave up their time to attend the meeting and to Lorna Brabin-Smith for hosting and chairing it."

Airsoft Event - RAF Nocton Hall

Ai500 Open Meeting

Monday 18th July

You may wish to refer back to my previous blog about the Ai500 event, which is scheduled to take place on the old RAF Hospital site during 22/23 October 2016.

Paul Monaf, the Managing Director of Ai500 is very keen to meet with residents of Nocton to explain about Airsoft as a leisure activity and to answer questions about the forthcoming event. On this occasion, it appears Ai500 have chosen not to seek prior planning permission for this event, which leaves the local Council in the position of having to consider seeking an injunction.

Michelle Hoyles, the Compliance and Enforcement Team Leader at North Kesteven District Council, has already indicated that to apply for an injunction, the Council have to be sure that significant harm will be suffered if the event takes place.

This meeting is to enable residents to raise their queries and concerns... and to allow Paul Monaf the opportunity of:
  • explaining more about Airsoft activity in general, and
  • to give more detailed information about the event concerned.

Parish Council Report

Report from Parish Council Meeting held on 14th June, 2016

Ai500 Airsoft Event 22/23 October 2016 Old Hospital Site, Nocton Hall

A large number of concerned residents attended the meeting to listen to a report from Michelle Hoyles, Compliance and Enforcement Team Leader for NKDC.  Michelle explained what the District Council could and could not do in respect of this event and assured the residents that everything that could be done was being done.  However, as is often the case in one-off events such as these, the District Council’s powers were extremely limited and appropriate information not always forthcoming.  It was, therefore not entirely certain whether NKDC could prevent the event from going ahead without planning permission, as Ai500 had indicated it would do.

Michelle asked that any information that a member of the public became aware of be passed to her or the Parish Clerk so that it can be put together with all the other material being collated.  This event (subject to information received) could be halted right up to the day before it was due to start, although it was hoped that matters would be resolved before then.

Several members of the village spoke and helped to give Michelle a clearer picture of the disruption and anxiety this event would cause, particularly as it was being held in such close proximity to homes, including a residential care home that specialises in dementia.

Ai500 is, however, to be invited to an Open Meeting on Monday 18 July 7.30pm - 9pm to answer residents’ questions, deal with their concerns and to put their case for holding the event.  Please try to attend.

Nocton Park

We have again agreed to draw NKDC’s attention to the continuing serious problems being experienced by residents at Nocton Park as a consequence of the construction of the final phase of the Peter Sowerby development with a request that all possible avenues are urgently explored to resolve the position to the benefit of all concerned.

Police Report

No incidents were reported this month.  The PCSO was advised about the recent removal of a BT pole at Nocton Park and also asked to confirm whether it was legal to skate board down a bridle path path.  Both items will be investigated and we will be advised of the outcome.

Speed Signage

In response to a query by a resident to consider the installation of interactive speed boards, Councillor Jones has investigated whether this is required and the cost to the Parish Council.  From the data available, speed and accidents caused by speeding is not enough of an issue to warrant investment in such signs that cost in the region of £2000.  We will, however, continue to use our Speed Indicator Device (SID) in rotation with our neighbouring villages and the new computer that is to be purchased to collate data from the device will give valuable information on the speed and frequency of vehicles coming through the village.

The number and size of HGVs that come through the village is not deemed by the Highways Authority to be a problem which considers the roads quite adequate.

White fences are to be erected at the Potterhanworth entrance to the village and Councillor Kaye asked that advertising signs not be placed on them as they were a safety feature.

Village Keeper/Dog Warden

Colin is to include the cutting of the grass around the Village Hall on behalf of the VHMC and also to inform people walking dogs in Nocton Park that they must be kept on a lead at all times.  Despite his best efforts, and those of conscientious residents, fouling is a continued problem on the Park and there have been some instances of dogs off leads causing real problems.  Nocton Park is a still a privately owned area of Nocton and although it is open to all residents of the village, we all need to respect the rules that apply i.e. 20 mph speed limits on the majority of the roads and dogs to be kept on leads.

Continuing with the dog fouling issue, the poop bag dispenser on the Bridlepath is not being used responsibly; no sooner is it filled then all the bags appear to be removed.  It is intended to monitor the situation for a month and if the “theft” of these bags continues, the facility will be removed, as your Parish Council has no wish to waste money.

Beeswax

Kevin Clark, a resident and Beeswax employee, asked that the PRIVATE areas on the surrounding fields and woods be adhered to.  Beeswax is working hard at trying to minimise the impact of its farming and to improve the local environment, with, amongst other things, the introduction of wild life corridors and managed woodlands.  Signs have been smashed and trees felled and the wood stolen.  If anyone sees or hears anything that appears suspicious, please contact Beeswax or let the Parish Clerk know.

Youth Club

Jim Eagle gave a talk on Beekeeping that kept the children enthralled!  If anyone else has a subject or hobby that they think our Youth club would be interested in hearing about, please contact Councillor Jane Kania or the Parish Clerk.

Neighbourhood Plan

Councillor Murray gave a report on the process that now has to be gone through before the Plan is finally adopted.  The Plan is now with NKDC for environmental screening and this may take some weeks.  It will then go through TWO six week periods of consultation with residents, local businesses, land owners and other interested parties.  In the meantime, the Plan will be available for viewing on the Parish Council website and on “nocpotblog”.  Residents cannot comment at this stage but will have the opportunity to do so during the formal consultation process which, it is hoped, will begin in late Summer/early Autumn.  A referendum will then be held and although it is everyone’s right to vote how they wish, the Parish Council will be urging that this Plan is adopted, if only to afford some protection from the developers!

Planning

Councillor Mike Kaye reported that despite the Parish Council’s strong objection, the outline permission for a dwelling to the rear of The Shieling had been granted by NKDC.  Councillor Kaye and a local resident, David Glew, both spoke against the proposal as did our District Councillor John Money, County Councillor Marianne Overton and several other councillors.  There was a heated debate on the application although the proposal was eventually approved.  Councillor Kaye reported that due to the genuine concerns raised by so many councillors at the meeting, it is likely that from now on any planning permission for development within a conservation area will have to comprise a full planning application with outline plans not being considered.

Trees

Councillors Williams and Mike Kaye met with the NKDC tree specialist last week for an inspection of the trees on the Village Green.  It is being recommended that the crowns of the trees be lifted to three metres and that the school be advised to fell the two firs in the corner of the front garden that are causing damage to the path.

The canker on the horse chestnuts was not causing a problem but the branches that are impinging on the BT lines to private homes need to be trimmed.

The area to the rear of the green should also be cleared back to the old fence line.  The Parish Council will wait to receive the specialist report before beginning any works.

Parish Council Meeting Dates

It was decided to continue to meet on the second Tuesday of each month but to review this again once the new Village Hall has been built.

Operation Dark Heart

I have previously reported on the intentions of Ai500 to use the old hospital site for Airsoft events:

You may like to know that Ai500 is now advertising the event - this includes details of the dates, ticket price and a map of the area to be used.

This is an extract from Ai500's Facebook page, posted Thursday 26th May:

Nocton Hall - latest news

Meeting 9th May 2016

You may like to refer back to my blog entry dated 1st March 2016 which highlighted that ecological surveys were being undertaken. I also provided a link to details of the Kemp and Kemp presentation regarding the potential development of Nocton Hall and the RAF hospital site.

To update the position, your Parish Council met with representatives from North Kesteven District Council, Leda Properties Ltd and Kemp & Kemp on Monday 9th May. This is what was discussed:

Development of site

  • There was a meeting between Kemp & Kemp, Leda Properties, Lincolnshire Highways and Heritage England on site in January 2016 to discuss various aspects
  • Ecological surveys are currently underway - this work is ongoing to study ecology, plants and topography and also to examine the seasonal change on birds, bats, reptiles etc
  • There are apparent difficulties regarding legal routes of access into the site - in particular, Woodland Drive residents will be approached by Leda Properties with proposals in due course
  • The main drive to Nocton Hall that serves both the Nursing Home and RAF hospital site is to be subject to a structural feasibility study - further discussion is ongoing between Lincolnshire Highways and Leda Properties
  • There is also a difference of opinion between Sowerby Homes and Leda Properties over boundary issues, which are being addressed
  • Heritage England were due to arrange an historical feasibility study on Nocton Hall, but there has been no progress on this matter
  • Since the Options Appraisal was prepared, Nocton Hall has further deteriorated, leading to the local community wondering whether it is worth saving at all, especially if it means having more properties built on the site to fund the restoration work. A compromise situation will be considered
  • In the circumstances, it is debatable whether the Grade II Listing is still worthy, but this will need to be discussed with Heritage England
  • Kemp and Kemp mentioned that all surveys and reports are expected to be complete by August/September, with the result that an outline planning application could be ready for submission before Christmas 2016
  • Leda Properties are still intending to develop within the walled garden and this will form the first phase of their development plan - if the outline planning and full planning applications are agreed, the intention is to commence work at the end of 2017. However, it was pointed out that this area is in the draft Local Plan to be designated as an area of Public Green Space, which would prevent such development
  • Leda Properties will consider the benefit of the local community maintaining any areas given over to public use
  • Kemp & Kemp will no longer be attending the Parish Council meeting on 17th May, due to other commitments, but the outline plans already available could be used at the meeting, if so wished

Site security

  • The current temporary fencing is being breached several times daily and Leda Properties cannot keep investing money in continually repairing the damage
  • The cost of installing permanent Heras fencing would cost about £12,000 and this is not financially feasible
  • Costings have been obtained for barriers and signs and these will be installed soon
  • The intention is for the site manager for Leda Properties to occupy the water tower, once suitably converted, in order to give a greater presence on site and improve site security

Other aspects

  • There have been discussions with Airsoft International [who publish a magazine about the latest developments in the airsoft skirmishing industry] and Leda Properties over potential use of the old RAF hospital site for a weekend activity
  • It is intended for the events (a total of two weekends per year) to go ahead as planned
  • The revenue generated will offset some of the costs involved in site maintenance and security

Leda Properties - statement

"Following our meeting yesterday I can confirm the following in relation to the above.
  
We have not yet signed any agreement but are going to. That will be a Licence for one event which gives us total control in the event there were to be issues or reasons not to repeat it. It also means that the organisers will have a very real reason to ensure it operates without any issues for you and your residents.
  
The AI 500 is a reasonable sized gathering for two such events a year.
  
This is not a fly by night operation nobody intends to create a major disturbance.
  
From our point of view its not a regular event but will bring some income to assist in keeping the site as reasonably secure as we can. In preparation for the event the organisers will undertake some tidying up which is necessary for their own H & S requirements and ultimately this assists us at the same time by ensuring that there are fewer potential dangers on site in the event people do breach the fences.
  
We have agreed areas of the site that are out of bounds and this is effectively the northern end of the site. The organisers have conducted a H & S Risk Assessment and are experienced in running these events with the appropriate marshals, first aid responders etc.
  
The organiser Paul is happy to talk to you directly if you wish to discuss anything with him.

Airsoft International - further information

The Chair of the Parish Council has since spoken with the Managing Director of Airsoft International:
  • At this stage, they are to be licenced for one event only
  • It will take place over the weekend of 15/16 October
  • Further events (a maximum of two a year) will be considered by both Leda Properties and Airsoft International in the light of experience, effect on village, etc
  • There could be up to 300 participants
  • Registration of participants will be on the Friday (14th) from 3.00 p.m.
  • Gates will open from 7.00 a.m. until 9.00 am on the Saturday and Sunday (with no admission outside these times)
  • The event itself will take place between 10.a.m and 5.00 pm on both days
  • No evening activities are planned on the site
  • There will be no loud explosions
  • The airsoft weapons make no noise when fired and the 'grenades' are quieter than bird scarers
  • It will be heavily marshalled with on-site medical, etc staff
  • There will be risk assessments carried out and the site cleared of any asbestos, etc, made safe and left in a much better condition than it is currently
  • A Parish Councillor has been invited to be on the site during the event to act as an “observer” and liaison point for any problems which may arise
  • The event will be focused on the southern part of the site; as far away from the care home as possible
  • There will be strictly enforced Out of Bounds areas where gaming activities cannot take place
  • Limited overnight camping will be allowed on the site (and then only if the company’s insurance policy allows)
  • Many participants will be expected to sleep 'off site' in B&Bs, hotels, etc
  • Any staying on site will be at the 'Water Tower' end of the site and be strictly controlled
  • Fire and security marshals will be on site during the night.
  • There will be a strictly enforced 'no alcohol/no drugs' policy
  • Airsoft International will attend the Parish Council on 12 July to answer questions and respond to residents’ concerns, etc.
